In its third board meeting held on April 2, 2002, the Board of Trustees adopted an all-encompassing intellectual framework addressing the Jordanian family as an integral unit and as an entity composed of individuals of varying age groups influenced by socio-economic, cultural and legislative factors.  This intellectual framework was formulated according to the NCFA participatory approach, in that all major partners and stakeholders assumed a major role in the planning and development process. 

The framework identified seven service and resource sectors as the basis of the NCFA scope of work. These sectors are reflected within NCFA work and are an integral part of the formulation of policies, strategies, plans of action, and research, and projects. The sectors are:

  1. Housing, infrastructure and natural environments.
  2. Educational environment.
  3. Health environment.
  4. Economic environment.
  5. Social safety network for disadvantaged groups.
  6. Cultural, religious, social and recreational environments.
  7. Political environment.

This framework was instrumental in identifying three major crosscutting issues occurring throughout an individualط·آ£ط¢آ¢ط£آ¢أ¢â‚¬ع‘ط¢آ¬ط£آ¢أ¢â‚¬â€چط¢آ¢s lifecycle as the main criteria upon which family issues are to be prioritized. These issues are:

  • Family and individual involvement and empowerment.
  • Gender equity, inclusive of geographical location and special needs.
  • Family protection.
