The Family Economic Rights sector is one of the sectors that was reviewed by the National Council for Family Affairs (NCFA) in the area of law analysis.

This sector focuses on the following issues:

  1. Small enterprises.
  2. Social security.
  3. Developing vocational training programs.
  4. Developing the procedures and rules of the National Aid Fund and the Development and Employment Fund.

The Council believes that dealing with the family’s ability to achieve its economic needs is a major part of the Council’s efforts to develop legislations that account for the security, stability and needs of the family. Hence, the following laws, regulations, and instructions were analyzed:

Laws
  1. The Labor Law and its amendments for the Year 1996.
  2. The Social Security Law No. (19) for the Year 2001.
  3. The Amended Temporary Civil Retirement Law No. (61) for the Year 2002.
  4. The Amended Military Retirement Law No. (34) for the Year 1984.
  5. The Law of the National Aid Fund No. (36) for the Year 1986.
  6. The Law of the Development and Employment Fund No. (33) for the Year 1992.
  7. The Law of the Zakat Fund No. (8) for the Year (1988).
  8. The Law for the Welfare of the Disabled No. (12) for the Year 1993.
  9. The Law of the Vocational Training Corporation No. (11) for the Year 1985.

 

Regulations
  1. The Civil Service Regulations No. (55) for the Year 2002.
  2. The Labor Inspectors Regulations No. (56) for the Year 1996.

 

Instructions
  1. The Financial Instructions of the Rules and Conditions of the Dispensation of the Zakat and its amendments No. (1) for the Year 2002.
  2. The Instructions of the Organization of the Vocational Training Contract for the Year 1999.
