Policy Formulation  Introduction

As one of five main strategic objectives of the National Council for Family Affairs (NCFA), the Policy Formulation and Reform objective is central to the overall work of the NCFA as a policy think tank focusing on issues related to the family and its members. Under the leadership of Her Majesty Queen Rania Al-Abdullah, the NCFA facilitates the review, reform and development of policies and legislations. In doing so, the Council works with its partners and stakeholders to ensure relevant legislators, policy makers and decision makers adopt the appropriate policies, strategies, and action plans, which support the welfare, entity, security, and stability of the family as an integral unit and its individual members.

The Council's Policy and Planning Unit (PPU) Childhood Unit (CU) and the Family Protection Program (FPP) share the same objective of policy reform and development. The work of those units, including research findings, feed into the Technology and Data Resource Unit (TDRU) to enhance the policy making cycle and strengthen the ability of the NCFA in providing up-to-date and reliable data, information, and statistics to its target audience. The CU significantly contributes to the welfare and healthy development of the child by adopting a family based approach when dealing with issues relating to children.

The PPU, the CU, and the FPP share the following objectives:

  • Developing strategies and plans relevant to priority issues of the Jordanian family/child in collaboration with concerned governmental and non-governmental agencies.
  • Providing scientific policy-oriented research on all priority issues affecting the family and the child, as well as the well-being of the members of the family.
  • Assessing and analyzing existing legislation that affect the family/child and providing recommendations accordingly.
  • Participating in developing legislation to meet the needs of the family/child
  • Advocating for, and creating awareness of, the need for a family-friendly and child-friendly legislative environment.
  • Working with policy makers and concerned institutions to develop effective family-centered policies and plans.
  • Planning for the future development of the Council in collaboration with the various units to ensure proper strategic directives in order to achieve the overall mission of the organization.

To achieve its objectives, the PPU, the CU, and the FPP currently implement the following projects:

  1. The Family Strategy Project.
  2. The Law Analysis Review Project.
  3. The Family Counseling Project.
  4. The National Plan of Action for Children.
